New Cairo is a third-generation new urban community on the eastern edge of Cairo, lying east of the Ring Road between the Cairo–Suez Road to the north and the Cairo–Ain Sokhna Road to the south. It is part of Cairo Governorate, while its development is overseen by the New Urban Communities Authority (NUCA) through the New Cairo city authority.

Establishment and size

Published references cite Presidential Decree No. 191 of 2000 as the founding decree, following an earlier mid-1990s decree that initiated the project. The original area is given as roughly 70,000 feddans, rising to about 85,000 feddans after around 15,000 feddans were added by Ministerial Decree No. 499 of 2016. Figures vary by source and date, so NUCA should be consulted for the current official number.

Population

The 2017 census recorded about 297,000 residents across the city's three qisms. More recent estimates are much higher, with reports of around 1.5 million inhabitants against a planning target commonly cited at 4 to 5 million.

Urban structure

The city is organised around the First, Third and Fifth Settlements, along with well-known areas such as Al Rehab and the Investors districts. The Fifth Settlement is the largest and includes Lotus, Narges, North and South Investors and the Golden Square; the city is also expanding east towards the Sixth Settlement.

Main axes and access

Key internal corridors include North and South 90th Street, the Mohamed Naguib axis and the Moshir Tantawy axis. The Ring Road links the city to the rest of Cairo, and public bus lines run to Abbassia, Tahrir and Ramses. A monorail line between Nasr City and the New Administrative Capital is under construction.

Character

New Cairo concentrates several major universities, including the American University in Cairo, the German University in Cairo, Future University in Egypt and the Canadian International College. It also hosts large retail and leisure destinations such as Cairo Festival City, Point 90 and Downtown Katameya, the Police Academy, many gated compounds and government housing projects, making it one of the main residential and educational hubs east of Cairo.
